Comment on bibliography on services in Slovenia in 1998

The short of the overview of published literature on service issues in Slovenia in 1998 (with special emphasis on information and knowledge intensive services) generally reflects that service issues are being continously underestimated in strategic policy orientation of Slovenian government, and to a certain extent also in the research sphere, which is however financed predominantly from the budget. As to my best knowledge, there was hardly any explicit research project or programme undertaken or ongoing in 1998, dealing with comprehensive service issues which affect Slovenian economy and society and which challenge its future development perspectives.

As a possible exemption, The Strategy of the Republic of Slovenia for Accession to the European Union could be taken into account. It is an extensive document prepared by a team of Slovenian experts which defines and outlines a set of consistent medium-term economic and social policies required to complete the economic transformation of the country and to prepare its economy for accession to the EU. As such, it also incorporates some service sectors (financial services, transport, telecommunications) which are discussed from the point of view of structural reforms needed for increasing the competitiveness of those sectors, as well as from the point of view of institutional reforms aimed at EU accession. Main policy measures to be adopted and implemented are added.

The majority of other contributions to service debate are partial approaches of individuals, institutes, faculties and business associations tackling isolated service sectors and service issues from different standing points. The main conclusions of the overview of published literature on service issues in Slovenia in 1998 can be summarized in the following points :

  • The majority of literature is in the form of journal articles and conference papers.

  • Discussion on general service issues is rather limited and deals with a variety of questions, ranging from upgrading of services marketing, internationalisation of Slovenian service firms, improving the quality of services and consumer satisfaction and human resource potentials for service industries, to service firms influence on environment.

  • Almost one third of bibliographical units deals with different financial services. The main issues refer to the adaptation of institutional framework in financial services (banking, insurance, stock exchange market) to EU standards, to increasing competitiveness of banking services with electronic banking, with improving the quality of services and adaptation of banking services to customer needs. New approaches to marketing of banking services are also being discussed, as well as the introduction of reengineering to business processes in banks. Debate on insurance services in Slovenia is still primarily occupied with privatisation process and with difficulties of insurance business in transition economies. The latter pertain to different insurance tradition which has in the past neglected life and rent insurance.

  • Recently, telecommunication and information services are being increasingly debated in Slovenia. One reason is EU accession driven reforms and related adaptation of regulatory framework in Slovenia, while other being possible benefits of information technology and related services introduction to business processes and to public services (e.g. education networks).

  • Due to rather high share of public services in value added in Slovenia (approx. 17 %), it is not a surprise that public service topics occupy an important place in service discussion. The most complex problems refer to marketisation of some public services versus their quality (e.g. health care services), while much attention is also payed to reorganisation of processes and procedures in public services, particularly in connection with information technology support.

  • Transport and other logistic services are discussed from the point of view of liberalisation of those services in Europe and potential benefits and costs for Slovenia. Other aspects of transport services, dealing with their complementarity with industry or with charging of traffic infrastructure are also raised.

  • Marketing, advertising, management consultancy and public relations services are discussed very often in daily newspapers and magazines (not included in bibliography), while more extensive information of the main aspects is lacking or is presented at specialized workshops and conferences of associations of the afore mentioned service providers.

  • There are still other services which enter the debate, but to a much more limited extent and in a more specialized framework (e.g. non-governmental services, franchising).
